Richard "Rick" E. Hall ’89

Richard "Rick" Ernest Hall, age 49, of Laurel, Maryland passed away suddenly on May 20, 2021. Born in Aberdeen, Maryland, he was the son of the late Richard E., Jr. and Ellen Kathryn (Parker) Hall. Rick is survived by his two sisters, Terri Maser (Kathy Kilpatrick) of Thorn Hill, TN and Dianne Bottino (Steven Greenwood) of Absecon, NJ; nephews and niece, Aaron Maser (Tori Hynes), Joseph Bottino, III (Jennifer) and Megan Bottino; Aunt Jeanne Jones; and cousins, Stephen Zongker (Diane), Donna Burch and extended Burch Family.

In addition to his parents, he was preceded in death by his grandparents Ernest W. and Margaret A. (Hancock) Parker, endearingly “Granny,” Rick’s first love and forever angel, also by his aunt Marjorie Zongker, his brother-in-law Joseph Bottino, Jr., and his Godfather Al Burch.

Rick enjoyed his high school years at St. Andrew’s School in Middletown, DE. He developed a lifelong commitment to the school and to the many, cherished relationships and friendships that he formed there. He remained a loyal member of the St. Andrew’s community, serving as a volunteer at events and as a member of the Alumni Board. After high school, Rick pursued his dream of attending Georgetown University. He quickly became part of Georgetown, and Georgetown became part of him. He graduated magna cum laude in 1993, and also received an Award for Academic Excellence in Industrial Relations and Dispute Resolution from the Federal Mediation and Conciliation Service in recognition of his academic success. Rick returned to Georgetown in 1994 and for the next decade held several positions within the Georgetown Athletics Department. Even when Rick moved on to a career in relocation logistics, he remained part of Game Day Event staffing for Georgetown Athletics. Rick held a beloved loyalty to the university, the campus, the teams, the athletes, the friends and everything Hoya. Many agree, Rick was the most loyal fan of all things Georgetown to the very end.

Rick loved all things “sports,” most notably basketball. He spent hours on the court as a referee for several organizations. He was an accomplished IAABO official for over 25 years, where he officiated for Board 12 for over 20 years, served as the Board 12 Interpreter, and was on the Board’s Executive Committee for 10 years. Rick was also a member of the IAABO Rules and Examination Committee and frequently contributed at the IAABO Conventions. In addition to working high school basketball, Rick officiated for Maryland JUCO, MACBOA for which he received the Men’s Official of the Year Award for the 2013-14 season, NCAA Division I Men’s basketball, including being on staff for the Ivy and Patriot Leagues. He proudly served as Scorers’ Table Captain for the Jamaica Classic college basketball tournament for several years. He also participated in the inaugural season of Ice Cube’s Big3 professional basketball league as “Big 3 Ref 7,” certainly one of the most proud and joyful times in his life. Rick was also an active part of Monumental Capital Sport and Entertainment event staffing where he enjoyed working the scorers’ table and keeping statistics for the Wizards and the Mystics. In addition to his time on the basketball court, Rick thoroughly enjoyed and embraced opportunities to be involved in and around the game of golf. He was on the marshal team for PGA and USGA tournaments for many years and served as Marshal Captain Hole #18 for Tiger Woods Foundation Tournaments in 2016-2018. He was also involved in the Western Golf Association/Evans Scholars Foundation as Marshal Captain Hole #15 of the PGA tour event, 2016 BMW Championship.

Rick’s love of basketball and golf came together as he channeled his big heart and love of sports into advocacy and fundraising for the causes he held dear. Rick was actively involved with the National Kidney Foundation since 2014 when he volunteered his time and talent for the NKF Wizards Organ Donation Awareness Tournament. His guidance and leadership helped to shape the event for years to come and in 2019 he received the All-Star Volunteer Award for his outstanding service.

Rick led a long career in the Relocation & Logistics Industry. Most recently, he joined TPM Group as an Assistant Project Manager, bringing experience in project management from his work with the Federal Bureau of Investigation, the Department of Homeland Security, the National Cancer Institute, Capital One Headquarters and the World Bank to co-manage services for the Washington Metropolitan Transit Authority (WMATA) and other federal, state and local government contracts.

Above everything, Rick was most passionate about his family and friends, and friends who became family. It was most important to Rick to stay connected, and to keep others connected, as he genuinely lived his belief that these connections are what really matter. Rick leaves behind a vast community of people who are now connected through him. Nothing on this earth would make Rick happier than that.
